The program is downloadable through steam and would show up in your 'VR' tab. There's a bunch of settings in there to change. When they refer to the VR options, they're talking about the actual SteamVR program. Unplugging these cords would D/C your Vive IF you had one. People talking about the Vive box are talking about a little box that connects cords from your vive to computer, and also plugs into a wall outlet. Some games I have that are VR compatible have a "Start Game in desktop" and "start game in SteamVR" option. If you don't have SteamVR installed, right click elite dangerous and see if there's any extended launch options. Uncheck the box: "Start SteamVR when an application starts".
